The main purpose of the essay is the reconstruction of the complex system of relationships between institutional actors involved in the regulation of the electronic communications sector. The result is the identification of the kind of relations. First type of relation is vertical between European Commission and National Regulatory Authorities; second type is horizontal between NRA’s and between European Commission and the European Regulatory Group.
