Constitutional issues related to the use of Internet are today very popular. Initially legal scholars considered Internet just as a new means of communication. With the advent of the Web 2.0 Internet has become much more than a powerful means of communication. For this reason, it impacts now on many constitutional rights and guarantees. This contribution investigates whether the Web 2.0 does change the relations between citizens and political representatives and which is its impact on the constitutional norms which regulate this relationship. Attention is dedicated both to the traditional institutions of direct democracy and to new possibilities of interaction opened by the web 2.0. For traditional institution, the contribution underlines the need to verify if the existing norms consent their transformation. For new tools of interaction, the attention is dedicated to verify their compatibility with the principles of the representative democracy. Some considerations are also dedicated to the role that political parties may have for the introduction of new systems (web based) of political participation according with the rules which regulate their activity.
