The paper examines the citizens’ assemblies on climate established in France and Spain as instruments of participatory democracy in environmental matters. After reconstructing genesis, composition, and operational aspects of both models, the essay will reflect on their impact on public decision-making processes, the potential for their diffusion both within and beyond their originating legal systems, and the implications these experiences entail in relation to the dynamics of institutional decentralisation.

Abstract

The paper examines the citizens’ assemblies on climate established in France and Spain as instruments of participatory democracy in environmental matters. After reconstructing genesis, composition, and operational aspects of both models, the essay will reflect on their impact on public decision-making processes, the potential for their diffusion both within and beyond their originating legal systems, and the implications these experiences entail in relation to the dynamics of institutional decentralisation.
