This article focuses on some hypotheses of private sponsorship, one of the existing complementary pathways for migrants’ admission to third countries. More precisely, the research analyses the Italian model of the so-called «Humanitarian Corridors», still in its early stages, and the current Canadian PSR Program, which is instead the result of more than 40 years’ experience. The comparison between these two models – mainly aimed at the “internal” phase of these relocation, reception and integration mechanisms – demonstrates the relevance of private initiative being framed within a comprehensive regulatory framework. The introduction of supervisory and regulatory roles for the public administrations is equally essential, being needed for the proper satisfaction of both public interests and migrants’ fundamental rights, both at stake in these circumstances.
Il presente articolo si concentra su alcune ipotesi di private sponsorship, meccanismo di accesso legale ai paesi di accoglienza in favore dei migranti umanitari. In particolare, si procede a un raffronto tra il modello italiano dei c.d. «Corridoi umanitari», ancora in fase embrionale, e l’attuale PSR Program canadese, frutto invece di un’esperienza ultra-quarantennale. Tale analisi – incentrata attorno alla fase “interna” dei meccanismi di ricollocamento, accoglienza e integrazione – dimostra l’importanza del fatto che l’iniziativa privata sia inserita nell’ambito di un completo quadro normativo e sia accompagnata da un irrinunciabile ruolo di vigilanza e regolazione delle pubbliche amministrazioni, indispensabile per il corretto soddisfacimento tanto degli interessi pubblici, quanto dei diritti fondamentali dei migranti coinvolti in queste circostanze.
