Particularly, after describing the process of approval of the law and its entry into force on 5th July 1948 (for the English people, the “Appointed Day”), the article, by examining the parliamentary acts and some of the major British new- spapers at the time, focuses on the issue that caused the end of Attlee’s go- vernment: the charges on spectacles and dentures. The decision to apply these charges, despite the fact that they were a low amount and free for the poor, caused conflict inside the Labour Party, and was a decisive ele- ment in Churchill’s return to power.
Il saggio analizza la prima fase di attuazione del Servizio sanitario nazionale in Gran Bretagna, dal momento della sua istituzione nel 1948 sino all’autunno 1951, e la sua influenza sugli equilibri dell’esecutivo laburista. In particolare, dopo aver descritto l’iter di approvazione della legge e la sua entrata in vigore il 5 luglio 1948 (per gli inglesi, the Appointed Day), l’articolo, attraverso l’esame degli atti parlamentari e di alcuni dei maggiori quotidiani britannici dell’epoca, si concentra sulla questione che portò alla fine dell’esperienza di governo di Attlee, quella delle tariffe sugli occhiali e sulle protesi dentarie. La decisione di applicare tali tariffe, sebbene di modesta entità e dalle quali erano escluse le fasce sociali più bisognose, provocò, infatti, un durissimo scontro politico interno al Partito laburista, che si rivelò determinante per il ritorno al potere di Churchill.
