This paper examines the main contents of the Escazú Agreement, which was concluded by a number of Latin-American countries in April 2021. As the first environmental treaty entered into at a regional level, this document aims at increasing protection for indigenous peoples, requiring the signatory parties to safeguard also the environmentalists working in their territories. The focus of this paper is on the regional context in which the Escazú Agreement was concluded – which features the diffusion of the ever-changing, extractive economic development model – and on the conditions of both environmentalists and the indigenous population. The concluding section of this research provides an overview of the signatories’ views on this document.
Il saggio ripercorre i principali contenuti dell’Acuerdo de Escazú, entrato in vigore fra alcuni Stati dell’America Latina nell’aprile 2021 e che costituisce il primo trattato regionale sull’ambiente, prevede una maggior tutela per i popoli indigeni e impone agli Stati firmatari di proteggere gli ambientalisti che operano nei loro territori. Lo scritto illustra in particolare il contesto regionale in cui s’inserisce l’Acuerdo, caratterizzato dalla diffusione e dalle trasformazioni del modello di sviluppo economico estrattivo, oltre a tracciare un breve quadro della condizione dei difensori dell’ambiente e dei popoli indigeni, per chiudersi con una sintesi delle posizioni più significative dei governi dell’area rispetto al documento.
