In this paper we will try to understand how, in a complex international context, the Hungarian electoral legislation de facto contributed to determine the results of the 2022 Hungarian parliamentary elections – in which Fidesz-KDNP coalition obtained a new landslide victory – and if it can be considered compliant to international standards. We will focus in particular on the amendments to the electoral legislation approved on 15 December 2020, analysed in the Joint Opinion of the Venice Commission and the OSCE/ODIHR n. 1040/2021.

Abstract

In this paper we will try to understand how, in a complex international context, the Hungarian electoral legislation de facto contributed to determine the results of the 2022 Hungarian parliamentary elections – in which Fidesz-KDNP coalition obtained a new landslide victory – and if it can be considered compliant to international standards. We will focus in particular on the amendments to the electoral legislation approved on 15 December 2020, analysed in the Joint Opinion of the Venice Commission and the OSCE/ODIHR n. 1040/2021.
