The 4th/10th century is generally described as a period in which military force overtakes the civil administration, plunging Iraq (and caliphal authority) in a chaos from which it will emerge only with the advent of the Buyid period. This chapter looks at the evolution of the bureaucratic profession in this period, and in particular at the increasing importance of administrators outside their offices, as messengers and negotiators.
