The crisis caused by the Covid-19 pandemic forced massive public intervention to protect the economy and society. The social security systems of many countries have been called upon to face a new challenge with respect to the traditional risks of the industrial and post-industrial era, and the Italian legal system offers a particularly interesting example in this regard. These risks produced by globalisation and the overcoming of the barriers between nations are predictably destined to be repeated as the current war in Ukraine demonstrates, calling for a reconsideration of the fundamental concepts of social security through the transition from a notion of risk linked to the individual condition to a general risk fuelled by factors external to society itself. These new risks of globalised modernity call for a greater intervention of general solidarity and the tendency to overcome the traditional distinction between social security and social assistance that derives from an era in which social risks were easily distinguishable on the basis of the occupational or extra-occupational origin.
