Voucher autonomia: attuazione ed esiti dell'intervento di Regione Lombardia

This Report assesses the realization of Voucher Autonomia, a scheme against the social exclusion of older people and of people with disabilities, launched in 2015 by Regione Lombardia, now in its third edition. The Report thoroughly and realistically reconstructs the functioning of the scheme, assesses its realization in the territory of the Region, and identifies problems and virtuous mechanisms that characterized its implementation. Voucher Autonomia allows older people and people with disabilities to access, within the framework of a personalized project, to a series of services aimed at maintaining or improving the subject’s autonomy and social abilities. The scheme is particularly innovative. On the one hand, from a perspective of social investment, it aims at people with mild to moderate functional impairment; on the other, it is a very flexible instrument, which allows a high degree of personalization. However, this scheme has not been evenly implemented in the Regional territory. While some areas have used all the allocated resources, sometimes asking for more, others used them only in part, if at all. The assessment of the data shows that the utilization of the resources varies from 17% (Voucher Anziani, first edition) to 64% (Voucher Disabili, second and third edition). The Report shows that this scheme has some potentials linked to its innovativeness and flexibility, but has also some limits, such as its cumbersome bureaucratic procedures and the reimbursement mechanism, that hinder it and discourage the territories from using it. The Report recommends to carry on the Voucher, to enhance its innovativeness, and to solve its limits, also starting a debate on the governance of local welfare, and on the role of Regione Lombadia in contrasting its fragmentation.

Il presente Rapporto analizza la realizzazione del Voucher Autonomia, una misura di contrasto all’esclusione sociale rivolta alle persone anziane o con disabilità lanciata nel 2015 da Regione Lombardia e giunta alla sua terza edizione. In particolare, il rapporto ricostruisce in maniera accurata e realistica il funzionamento del programma, dà una stima dell’attuazione della misura sul territorio regionale, e individua i meccanismi virtuosi e le criticità che ne hanno caratterizzato l’implementazione. Il Voucher Autonomia permette a persone anziane o con disabilità di accedere, nel quadro di un progetto personalizzato, a una serie di servizi volti a mantenerne o potenziarne l’autonomia e le capacità sociali. Il Voucher risulta particolarmente innovativo per il target a cui è rivolto - le persone con compromissioni lievi o moderate, in un’ottica di investimento sociale - e per la sua grande flessibilità, che consente un elevato grado di personalizzazione dei progetti. Tuttavia, la misura non è stata accolta uniformemente in tutto il territorio regionale. Mentre alcuni ambiti territoriali hanno utilizzato tutte le risorse stanziate, talvolta chiedendone di nuove, in altri territori le risorse sono state utilizzate poco, o non sono state utilizzate affatto. L’analisi dei dati forniti da Regione Lombardia mostra che il livello di risorse utilizzate varia tra il 17% (Voucher Anziani, prima edizione) e il 64% (Voucher Disabili, seconda e terza edizione). Il Rapporto restituisce l’immagine di una misura con numerose potenzialità, relative alla sua innovatività e alla sua flessibilità, caratterizzata però da alcuni limiti; in particolare, un eccessivo ingessamento burocratico e un meccanismo di rimborso delle spese che ne ostacolano la realizzazione, talvolta dissuadendo gli ambiti territoriali dall’investire su questa misura. Il Rapporto suggerisce di portare avanti il Voucher Autonomia, valorizzandone gli aspetti innovativi, e di risolverne le criticità avviando una riflessione sulla governance delle politiche di welfare regionale e sul ruolo di Regione Lombardia per contenere la frammentazione.
