Territorial decentralization process represents one of the most outstanding aspects of the successful transition of Poland from a communist system to a democratic one. In recent times, however, several problems have emerged with reference to the organization of territorial self-government. A harsh confrontation between the central government and self-government bodies let to the approval of reforms intended to restrict the role of territorial authorities. As a result of piecemeal changes, territorial self-government is increasingly exposed to the central government influence.

Abstract
