La politica di Evo Morales in materia di foglia di coca e di lotta al narcotraffico : la rottura dei vecchi paradigmi di cooperazione interregionale

The essay opens briefly reconstructing Bolivian policies on the eradication of the cultivation of coca and against narco-trafficking in place from the 1970s to 2006, in the context of the ‘war on drugs’ and in the ‘prohibitionist paradigm’ promoted by the United States. Subsequently, the paper analyses the new policy of Evo Morales, president of Bolivia from 2006 to 2019, who on the contrary promoted the so called ‘diplomacia de la coca’ and elaborated the ‘Bolivian anti-drug model’, obtaining recognition both nationally and internationally for the distinction between legal and illegal use of the coca plant and its leaves. Lastly, the essay ends with a brief analysis of the policies adopted by the government of Janine Áñez, interim president since November 2019.
