This discussion of the customs duties reform in the State of Milan in the second half of the 18th century with reference to luxury goods is based on the essays of three government officials who were the main creators of the reform: Pietro Verri, Antonio Pellegrini and Baldassarre Scorza. Their writings provide an insight on how the European debate on luxury was viewed from Milan and how theoretical principles were adapted to the contemporary economic situation. The study also provides an evaluation of the incidence of customs duties on both luxury and indispensable goods at different times during the implementation of the reform.
Il saggio ricostruisce il capitolo della riforma daziaria attuata nello Stato di Milano nella seconda metà del Settecento relativo agli oneri da riscuotere sui beni di lusso, attraverso l’analisi degli scritti dei tre funzionari che più lavorarono alla riforma: Pietro Verri, Antonio Pellegrini e Baldassarre Scorza. L’analisi consente di valutare al contempo la ricezione del dibattito europeo sul lusso da parte degli uomini che operarono nell’amministrazione pubblica lombarda e l’adattamento dei principi teorici alla situazione in cui versava l’economia del Paese. Quest’ultima verifica è stata compiuta anche attraverso la valutazione dell’incidenza daziaria prevista su alcuni prodotti di lusso e su alcuni beni di prima necessità durante le varie fasi di revisione degli oneri gravanti sull’import-export milanese nella seconda metà del XVIII secolo.
