Drawing on the results of a study on 'Territorial Pacts and Local Level Governance in Europe. A Multi-Level Governance Perspective', conducted within the NEWGOV Project of the VI Framework Programme, the contribution discusses the characteristics, the facilitating factors, the potentials and the limits of territorial pacts in Europe. After a general introduction, a particular emphasis is put on the Territorial Employment Pacts (TEPs) of EU origin. In the conclusions, the highly controversial issue of the best way of regulating such pacts is discussed.
