In this research, we focus on the contextual factors that shape entrepreneur- ial strategies, which, in turn, affect first-order change. Hence, this chapter focuses on the agency of actors to trace how they may trigger the behaviour of policy targets. We hypothesize that policy entrepreneurs trigger first-order mechanisms through selecting strategies that are based on the context of policy design and the availability of skills and resources. The goal is to contribute to the growing literature on the context in which entrepreneurial action takes place and make the connection with the type of strategies being selected.
