In Europe, over the last thirty years or so, the evolution of positive law has been trying to frame and support the development of new tools deriving from computerization and networking computers – the so-called “information and communication technologies" or ICT – with varying degrees of relevance, speed and success in different countries. For a long time, most of the regulations and legal thinking have accompanied or followed the development of databases capable of automated processing, leading to significant changes in the way of working that can promote economic and social development, but also generating new risks for the safety and even the lives of people.The idea of the SIPE-Congress, whose proceedings we now publish, was to study and discuss these new developments as far as possible amongst lawyers, without neglecting the novelties of data protection law, but going beyond the latter.
