Dentro al ginepraio della semplificazion : salute e sicurezza sul lavoro nell’Italia che riparte

The essay analyses the recent reforms in the field of health and safety at work aiming at a better regulation. The Author discusses the fitness of the legislation and of the public bodies entrusted with the prevention and inspection functions taking into consideration, on one side, the need for a simplified legislation and for a reduction of the administrative burden and, on the other side, the effects of the continuous legal intervention and of the austerity measures that have affected the public health and security services during these years. Then the essay offers a deep analysis of the recent innovations concerning the risk assessment regulations, techniques and documents and of the effects of the abolition of the occupational accidents register, in the light of its consistency with the Eu legislation.

Il saggio analizza le recenti riforme nel campo della salute e sicurezza sul lavoro miranti alla semplificazione normativa. L’Autrice discute l'’idoneità della legislazione e delle amministrazioni pubbliche aventi competenze in materia tenendo in considerazione, da un lato, l’esigenza di una semplificazione normativa e di una riduzione degli oneri amministrativi e dall’altro gli effetti dello stillicidio di interventi legislativi e delle misure di austerity che hanno riguardato gli enti pubblici operanti in questo campo negli ultimi anni. Il saggio offre poi un’approfondita analisi delle recenti riforme riguardanti la regolamentazione e le tecniche di valutazione del rischio, per concludere con la valutazione degli effetti dell’abolizione del registro infortuni, anche in relazione alla conformità del provvedimento rispetto ai vincoli europei.
