Criticità e proposte per il mercato dei certificati bianchi

The mechanism of the Energy Efficiency Certificates, also known as White Certificates, represents a milestone in the Italian energy regulatory system. The article analyzes the critical issues of this mechanism and proposes some improvements for the solution of the identified problems. This work is accompanied by the study of similar incentive mechanisms as applied in Europe, with special focus on the French and British schemes. The authors wish to acknowledge the system’s valuable function, providing insights for future development more consistent with the logic of the market.

Il meccanismo dei titoli di efficienza energetica, anche detti certificati bianchi, rappresenta una «colonna portante» nel sistema regolatorio energetico italiano. Nell’articolo si analizzano le criticità connesse a tale meccanismo e si propongono alcuni interventi migliorativi atti alla soluzione delle criticità individuate. Tale lavoro è accompagnato dallo studio degli analoghi schemi incentivanti esteri, in particolare quello francese e quello britannico. Intento degli autori è riconoscere la funzione preziosa di tale sistema, fornendo spunti di riflessione per uno sviluppo futuro più coerente con le logiche di mercato.
