The European Union promotes the respect of human rights, democracy and the reinforcement of rule of law in former soviet Republics through political and legally binding instruments, both multilateral and bilateral. However these instruments are not applied by the EU to the same extent. Taking into account the results of this different approach the article stress the relevance of the strenghtening of the cooperation between EU and CoE in the field of institutional reforms concerning the former soviet Republics.

Abstract
