The Chinese open government information (OGI) system was created in 2008 with the aim of generating a constant and updated flow of information between the state institutions and the citizens. This contribution is based on a diachronic analysis of all the administrative documents and legal texts published on OGI policy in China from 2007 to 2016, focussing especially on lexical features. The paper examines a selection of keywords of the official discourse in order to discuss the scope of concepts as 'openness', 'right to know' and 'credibility', and to identify which are the relevant actors involved in the policy implementation.
