The paper analyses the recent efforts made by Italian Government to contrast the long-standing problem of the false independent work, and to reduce the vulnerability of these workers. As to this point the attention will focus on the new legal institute of the heter-organized work introduced by Legislative Decree n. 81/2015. The main purpose will be to examine the principal characteristics of heter-organized work, the related applicative problems, the incentives introduced to encourage employers to transform false independent workers into employees, and the effects of the reform on the local occupational statistics at the beginning of 2016. In the light of above, particular attention will be devoted to the reallocation of risk for employers and employees, and to its expected consequences. Finally, the inquiry will also address the possible implications of the new legal institute of heter-organized work with reference to the new issues originating from the development of sharing economy.

Abstract
