New studies of the political, economic and intellectual globalization would seem to suggest a qualification of the eighteenth century as, instead of “reformer” – as we used to define it with the title of the masterful synthesis of Franco Venturi – “globalizer”. The eighteenth century emerges from this research as a century marked by a historically decisive circulation of people, goods, capital, trading companies, bureaucracies. This expansion of intercultural contacts, in which the West held positions of political, economic and military supremacy, pervaded the intellectual debate of the philosophes, giving him a huge impact on the present and future of humanity. Against this mainstream, this article will introduce a perspective somewhat dissonant, focusing on one aspect which so far has hardly been the subject of analysis. I am referring to the largely unfinished process of deregulation of citizenship and property rights. This fundamental liberalization, despite several attempts, remained largely neglected by European governments of Old regime. The study of these issues – here are taken into account through the example of the state of Milan in the era of Habsburg reforms – would help, I think, to lessen the “globalizing” emphasis through which we read that age.
I nuovi studi di storia politica, economica e intellettuale global parrebbero suggerire una qualificazione del XVIII secolo come, prima ancora che riformatore – quale siamo abituati a definirlo in omaggio e adesione alla magistrale sintesi di Franco Venturi – «globalizzatore». Il Settecento emerge qui come secolo caratterizzato da una storicamente decisiva diffusione di persone, merci, capitali, finanziamenti statali, società commerciali, burocrazie, che raggiunsero in quell’epoca scala trans-nazionale e transcontinentale. Questa espansione impregnò il dibattito intellettuale dei philosophes, attribuendovi un’enorme capacità d’impatto sul presente e sul futuro dell’umanità. A fronte di tali conclusioni, questo articolo vuole introdurre una prospettiva in qualche misura dissonante, concentrandosi su un aspetto finora scarsamente fatto oggetto di analisi. Si tratta del faticoso e largamente incompiuto processo di deregolamentazione delle forme di concessione della cittadinanza e dei diritti di proprietà a stranieri da parte degli Stati europei di Antico regime. Recuperare lo studio di tali vicende, come qui si vuole fare attraverso l’esempio dello Stato di Milano nell’epoca delle riforme teresiane e giuseppine, consentirebbe, ritengo, di stemperare l’enfasi «globalizzante» con cui si legge un’epoca la cui cultura giuridica e politica, e i cui assetti sociali e cetuali, erano fortemente imperniati su equilibri di potere stabilitisi tra Medioevo e prima età moderna.
