What do we mean by implementation, defined as the conversion into concrete actions of an e-government programme? Is it possible to assess the results in terms of the capacity to offer solutions to problems of public import? Literature suggests the need to evaluate the outputs, outcomes and impacts of public programmes. Nevertheless, these principles remain particularly complex to put into practice today. The paper sustains that an organizationally rooted approach – especially studies that place the emphasis on processes of action and decision – can help to widen our lens and further our knowledge on how to evaluate a complex social phenomenon such as e-government
