Two years after the start of the so-called «Arab springs» are we in a position to assess the situation and confront Europe with the reality of a «world without order»? What is happening in Africa today, first in the North and then gradually downwards toward Black Africa, is first of all the outcome of the non stabilization of the transatlantic relations between Europe and Russia after 1989.
