In the paper, the Authors examine the law proposal that provides for the rights of persons with a severe disability who have no family support. The proposal cannot be judged positively: despite substantial funding, the regional acts due to execute the norm may turn out to introduce measures not conforming with article 19 of the UN Convention on the Rights of Persons with Disabilities (Living independently and being included in the community).
