The essay compares civil rights conferred upon infants by the Catholic baptism, including all faithful irrespective of age, sex and status but excluding infidels, jews, heretics; and distinguishes it from the new requirement of swearing the confession of faith, added in Protestant countries to select those having right to full political citizenship: but also leaving members of other confessions free to enjoy civil rights even if they did not belonging to the official confession (which was impossible in the Catholic countries).
