The article deals with the consequences of the digital technologies on political rights. After some preliminary remarks on the economical structure of the net and on the digital access, it addresses, critically, some recent narratives of the net as an associative phenomenon and on the freedom of reunion and association within the net. Thereafter the contribution tackles the features of the political activity on line and the opportunities, the limits and the risks of the use of the new technologies as democratic participation’s instruments. In conclusion the article aims at shed light on the need of rethinking both the concept of pluralism and the regulation of political communication in the new web 2.0 scenario.
Il saggio analizza le implicazioni dell’utilizzo delle tecnologie digitali sull’esercizio delle libertà politiche: dopo alcune osservazioni sulla struttura economica della rete e sul diritto di accesso, affronta criticamente alcune recenti ricostruzioni sulla rete come fenomeno associativo e sulla libertà di riunione e associazione in rete, per poi interrogarsi sulle caratteristiche della organizzazione e dell’azione politica on line, e sulle opportunità, i limiti e i rischi dell’utilizzo delle nuove tecnologie come strumenti di partecipazione democratica; in conclusione, evidenzia l’esigenza di ripensare la nozione stessa di pluralismo e la disciplina della comunicazione politica nel nuovo scenario del web 2.0.
