The paper focuses on non-EU citizens in the context of economic migration. We consider the Mediterranean emergence the ground on which recent Eu exclusion policies have grown: since 2001, recurring emergencies continue to justify exceptions to the rights of migrants. The waived rights are mainly of three types: citizenship, mobility and social inclusion rights. We argue that the structural response to the emergency passes through the affirmation of the basic principles of the rule of law and equality.

Abstract
The paper focuses on non-EU citizens in the context of economic migration. We consider the Mediterranean emergence the ground on which recent Eu exclusion policies have grown: since 2001, recurring emergencies continue to justify exceptions to the rights of migrants. The waived rights are mainly of three types: citizenship, mobility and social inclusion rights. We argue that the structural response to the emergency passes through the affirmation of the basic principles of the rule of law and equality.Pubblicazioni consigliate
