Déjà répandue au début de l’émigration de masse après l’unification nationale, l’émigration illégale des Italiens a atteint sa plus grande dimension après la deuxième guerre mondiale. Pendant l’époque libérale (1860-1922) elle n’était pas très diffusée à rapport à l’énorme dimension de l’exode, grâce à la libéralité des politiques migratoires internationales. Pendant le deuxième après-guerre, au contraire, elle atteignit sa plus grande diffusion, surtout en France et en Suisse, à cause des politiques migratoires restrictives et de l’attitude bienveillante envers elle des marches du travail et des autorités publiques des pays de destination.
