Defining recipes for policy failures

The article reasons that the tenets around which the analyses of policy failures often revolve may lead to flawed causal conclusions. Building on data about policy tools for green growth, it hence demonstrates how Qualitative Comparative Analysis can overcome these shortcomings if applied to a Realist understanding of poor policy results – thus contributing to the debate on models and strategies for explaining policy failures.
