The negotiation of local welfare dealt with by this paper is a phenomenon still little known but which warrants careful consideration. The promoters of such negotiation are mainly pensioners’ trade unions. The field is that of trade-union intervention in matters that extend beyond the workplace and conflict on the distribution of work income to encompass protection of the income of citizens, especially elderly ones, through initiatives on local welfare policies. The method is that of direct negotiation with the local administrations, to which the trade unions jointly submit claims, which constitute the basis for agreements which are mostly formalized into accords. This negotiation, which is not required by specific regulations, has been taking place for years as part of financial and strategic planning by municipalities, or associations of them, or by social-healthcare districts. From the public administration’s point of view, this amounts to its adoption/acceptance of negotiated policy-making rather than acting as the sole decision-maker.This paper divides into three parts. The first presents some data on the frequency and characteristics of this type of negotiation as found by research conducted in Lombardy (the Italian region in which social negotiation has developed to the greatest extent). The second part puts forward some hypotheses on the factors which first gave origin to the experience. The third discusses the logic of the model, its potential and shortcomings, with a view to ‘revitalizing’ or renewing/ reconfiguring trade-union action.
