The dominant discourse of development is linked to poverty reduction and access to better quality of life to a greater number of the population. This technocratic approach is intended to include major structural adjustment programs that allow institutions to diagnose the problems of poor countries, as well as to justify intervention in them from globalised and globalising formulas. This discourse is sustained by the Plan for the city of Córdoba of the Inter-American Development Bank-IDB-. The aim of this paper is to analyse the urban relocation of neighbourhoods considered vulnerable, implemented in the province of Córdoba from 2001. Specifically, we propose a critical understanding of that the development scheme of the city has a high ideological content. To understand the city as ideology means to focus on the significance of geographic location, architectural design and layout in the provision of services and their implications. The implementation of these "recipes for development” are not seen as accidental but as functional to the same ideology that it promotes. This study is done privileging the voices of those people who were directly involved in the housing project, this data is part of a broader research work carried out during the years 2008-2009.
