The volume is dedicated to the themes of the free movement of persons, recognized by the European Community in order to guarantee the free movement of workers, the right of establishment and freedom to provide services, and of the Union citizenship, which specific discipline was added with the Treaty of Maastricht, to be read in conjunction with the Charter of Fundamental Rights, which restates all the rights associated with European citizenship. The volume also focuses on the rights arising from citizenship of the Union (the right to move and reside freely; the right to vote and to stand as a candidate in elections to the European Parliament and in municipal elections; the right to enjoy diplomatic and consular protection; the right to petition the Parliament and to apply to the European Ombudsman; the right to write to the Union's institutions and advisory bodies in any of the Constitution's languages and to obtain a reply in the same language). Furthermore the volume deals with the creation and evolution of the space of freedom, security and justice, which is an essential part of the free movement of persons (that of citizens of third countries particular), and the prospects of enlargement.
