Starting from an analysis of data on the need for secondary school teachers in Lombardy, this study offers a discussion on the public value of initial teacher education (ITE) and the institutional conditions necessary to preserve it. Indeed, ITE, a crucial element of public investment in education, can be interpreted as a high-yielding human capital investment, and therefore conceptualized as public value. However, the recent law (the 4 August 2023 Decree), which builds on earlier models for financing ITE, appears to warrant revision. From this perspective, the study aims to assess whether requiring prospective teachers to bear the cost of qualifying training pathways may create a concrete risk of economic exclusion and, consequently, a potential erosion of public value. The results of the analysis, supported by the theoretical framework, highlight a structural tension between the public value of ITE and the ways this value is funded. The conclusions suggest a greater assumption of public responsibility for financing ITE itself as a necessary condition to ensure more equitable access to the teaching profession.
Partendo dall’analisi dei dati relativi al fabbisogno di docenti di scuola secondaria in Lombardia, il lavoro offre una riflessione sul valore pubblico della formazione iniziale degli insegnanti e sulle condizioni istituzionali necessarie a preservarlo. Infatti, la formazione iniziale degli insegnanti, elemento cruciale dell’investimento pubblico nell’istruzione, può essere interpretata come un investimento in capitale umano ad alto rendimento sociale e, proprio in ragione di ciò, concettualizzata come valore pubblico. Tuttavia, la recente normativa (d.P.C.M. 4 agosto 2023) ha ricalcato modelli precedenti di finanziamento della formazione iniziale, che appaiono meritevoli di alcune revisioni. In quest’ottica, l’obiettivo dello studio è valutare se il finanziamento dei percorsi abilitanti all’insegnamento, ricadendo sui futuri docenti, possa generare un concreto rischio di esclusione economica e, di conseguenza, un potenziale processo di erosione del valore pubblico. I risultati dell’analisi, supportati dal framework teorico, evidenziano una tensione strutturale tra il valore pubblico della formazione iniziale degli insegnanti e le modalità di finanziamento di tale valore. Le conclusioni suggeriscono una maggiore assunzione di responsabilità pubblica nel finanziamento della formazione stessa come condizione necessaria per garantire un accesso più equo alla professione docente.
