The present essay aims at reflecting, in a comparative perspective, on the “existential” path that characterizes the birth of Governments in some parliamentary systems, their stability during the Legislature and their crisis for political reasons. Comparing the cases of United Kingdom, Italy, Germany and Spain through their Constitutions and political systems, the final conviction that emerges from this comparison (quoting Mirkine-Guetzévitch) is that Government stability is not (only) a question of law, but mostly of politics and that attention must be paid not only to the “form” of government, but also to the “substance” of their evolution.
