This work intends to analyze, in the first part, the main contents of the Made in Italy 2030 Green Book on industrial policy recently presented by the Ministry of Made in Italy and Enterprises. The document has the objective of positioning industrial policy at the center of the Agenda of public decision-makers, embracing a medium- to long-term vision in which the State strategist will play a crucial role, i.e. a State «which, without entering into the direct management of the economy, is able to support national companies in the most important industrial choices». The different phases of the entire process outlined in the Green Book will be fundamental, including, in particular, the development of a White Book «New Industrial Strategy for Italy» which should be drafted, by the first months of 2025, based on the results of a public consultation which involved the various public and private stakeholders and the main economic players. Together with a series of important innovations, however, the Green Book contains some critical elements, which will be analyzed and deepened in the second part of this article, raising questions and doubts about its actual translation into an Industrial Policy Strategy.
