The research report, part of the EU-funded SOWELL project for which the author serves as Principal Investigator, reconstructs and analyses the process leading to the emergence of social dialogue in care services in Europe. This process culminates in the establishment of the Sectoral Social Dialogue Committee for Social Services in 2023. The report examines the role played by social actors and EU institutions in the development of social dialogue at the European level, as well as the potential of the newly created Committee.
