L'ampliamento del bilancio partecipativo ai giovani : Alcune esperienze a confronto

Since the purpose of participatory democracy consists in filling the gaps of representative democracy, one of the most characteristic instruments is certainly the participatory budgeting, which is identified as the synonym of the correct participation since the Porto Alegre experience. In fact, it is flexible and adaptable also to the territorial level, as it is nearer to citizenship. For these reasons, it is an effective instrument also for integrating youth participation, considering that young people have always been seen as a ‘vulnerable group’ in the society. After analysing questions about structural barriers of young people, the essay traces the specific guidelines for promoting youth participation in decision-making and focuses on several ‘experimental’ cases at municipal level, in which participatory budgeting has been devolved to young people.

Considerando le finalità della democrazia partecipativa nel colmare le lacune presenti nella rappresentanza democratica, uno degli strumenti più caratteristici è sicuramente il bilancio partecipativo, che dall’esperienza di Porto Alegre è diventato sinonimo di corretta partecipazione, anche per la sua adattabilità a dimensioni territoriali più ristrette e più vicine alla cittadinanza. Per questo motivo, è considerato uno strumento efficace anche per integrare la partecipazione dei giovani, da sempre visti come un “gruppo vulnerabile” della società. Il contributo, dopo aver analizzato le questioni sottese alle barriere strutturali nei confronti dei giovani, individua le linee guida specifiche per promuovere la partecipazione dei giovani nei processi decisionali, focalizzandosi su alcuni casi “sperimentali” di adozione del bilancio partecipativo municipale devoluto ai giovani.
