Incarcerations in juvenile penal institutions (IPM) have long been an anomaly in the Italian penal system. In the same years in which overcrowding in adult prisons became an increasingly evident problem, not only were admissions to juvenile prisons decreasing, but average daily attendance itself remained at low levels. The trend changed in the post-Covid years, when there was an increase in admissions and attendance in IPM, which was particularly evident in 2024. Starting from a careful reading of the statistics, we intend to propose an explanation of this trend reversal that, putting aside the thesis of an increase in juvenile crime, recovers the centrality of re- pression in the dynamics of incarceration.
