This article analyzes the main features of the public-private collaborative welfare model developed since 2013 in the City of Novara, aimed at supporting elderly people and individuals with disabilities. It reconstructs the evolution of the model through different project phases, highlighting its structure, the collaborative practices between public institutions and the non-profit sector, and the outcomes achieved, also considering the challenges that emerged during the pandemic period. Particular attention is given to identifying the factors that supported the resilience and sustainability of the network, as well as to discussing the conditions necessary for replicating the model in other territorial contexts. The results of the Novara experience offer useful insights for policymakers and practitioners engaged in the transition towards more inclusive, participatory, and innovative local welfare systems.
