Artificial intelligence is rapidly transforming various sectors, raising numerous ethical and legal concerns. This paper examines the ethical problems and the recent European legal Regulation (AI Act) associated with AI development and use, underlying their integration into dynamic socio- technical eco-systems, as B. C. Stahl points out. The aim of the article is, on one hand, to show that ethical principles should not only be theoretically grounded, but also practically implemented considering the different contexts (without approving an ethical relativism); on the other hand, it want to show that legal considerations are fundamental, but without a clear and precise moral framework are not strong enough. To achieve this goal, firstly the article analyses the four principles and the seven requirements presented in the Guidelines written by the High-level Expert Group on AI, and secondly it shows how the AI Act interprets these values in comparison to legal norms.
