I censimenti romani della tarda repubblica e il caso dei “proletarii”

We consider the way in which the censuses were carried out in Rome. We specifically examine the case of the proletarii, who had no particular interest in being registered, both because they normally did not intend to vote in the centuriate comitia, where their vote had a marginal value, and because of the expenses and difficulties they had to face to go to make the professio in Rome, if they lived outside. On the other hand, even the censors did not have a special interest in registering them, since they did not serve in the army, nor did they pay tribute. Moreover, the rule that ordered the sale of the incensi into slavery had probably fallen into desuetude as early as the 5th century BC. This created many inaccuracies in the Roman censuses and opened up the possibility of abuses.

Si considera il modo con il quale erano compiuti i censimenti a Roma tra II e I secolo a.C. Si esamina specificamente il caso dei proletarii, che non avevano particolare interesse a essere censiti, sia perché normalmente non intendevano votare nei comizi centuriati, ove il loro voto aveva un valore marginale, sia a causa delle spese e delle difficoltà cui dovevano andare incontro per recarsi a compiere la professio nella capitale, se abitavano fuori Roma. D’altronde anche i censori non dovevano cercare di censirli con particolare attenzione, dato che essi non prestavano servizio nell’esercito, né pagavano il tributo. Del resto, la regola che disponeva la vendita in schiavitù degli incensi era probabilmente caduta in desuetudine già dal V secolo a.C. Questo creava molte imprecisioni nei censimenti romani e apriva la possibilità ad abusi.
