As in any historical context, the evolution of strategies for legitimizing war mirrors a more inclusive evolution of the dominant political, legal, and even ethical criteria. Notably, despite the persistence of a generically pacifist culture the past three decades have witnessed a progressive re-legitimization of the use of force. This shift has been underpinned by a diverse and heterogeneous set of justifications: the defense of international law, first and foremost, the progressive extension (almost indefinitely) of the right to self-defense, the right or duty of humanitarian interventions, and, at its most extreme, the imperative to eliminate criminal or antisocial actors.
