Microaree Programme is up and running since 2005 in Friuli-Venezia Giulia region, aimed to the «health provision and community development» in certain target-areas – usually in public housing neighbourhoods – where to cope with health, housing and social problematic issues. Its governance is based upon a memorandum of understanding among the Health Authority, the Municipality and the Agency for public housing. Later, Third Sector has also been included in the governance arena. The Programme acts through a territorialisation process of health and social services on one hand (territory as a setting of services), and the promotion of citizens’ initiatives in a capability perspective, on the other hand. Three main devices of local intervention are made up: the Headquarter of microarea, the Contact Person of microarea and the meetings for coordination and discussion. The Programme has a twofold objective: first, it aims to develop an approach more narrowed on the most problematic contexts of life, to redefine and increase the informational basis on one hand, and to restructure the health expenditure increasing its appropriateness, on the other hand. Second, the Programme looks at the transformation of local contexts into a “lab” for the integration between policy “for places” and policy “for people”, dealing with the most problematic issues of deprived urban areas. This trial enhances a convergence between “bottom up” social innovation and institutional innovation. This synergy provides some suggestions to address that risk where the presence of the first kind of innovation justifies a lack of attention on the institutional side. Then, the rogramme purposes pathways for policy integration in a collaborative perspective and it suggests an inclusion of health resources within the city government, in order to increase the efficacy and the social inclusion capability of welfare systems in the light of multilevel governance, with a particular focus on the micro scale.
Il Programma microaree, operativo in Friuli dal 2005, è finalizzato alla «produzione di salute e sviluppo di comunità» in aree circoscritte – solitamente coincidenti con quartieri Erp – delle quali prende in carico congiuntamente le problematiche sanitarie, abitative e sociali. La governance si basa su un’intesa tra l’Azienda sanitaria, il Comune e l’Azienda territoriale per l’edilizia residenziale pubblica, con una successiva inclusione del terzo settore. Il programma opera attraverso una decisa territorializzazione dei servizi sanitari e sociali (il territorio come setting dei servizi) e sostiene il coinvolgimento di espressioni più o meno organizzate degli abitanti, in una prospettiva di capacitazione. Tre dispositivi caratterizzano l’intervento locale sui territori: la sede di microarea, il referente di microarea e gli incontri periodici di monitoraggio e coordinamento. La sperimentazione si prefigge due obiettivi complementari: da un lato, dotarsi di una lente d’ingrandimento sui contesti di vita più problematici, per arricchire le basi di conoscenza su problemi e risorse, in modo da riconvertire la spesa per accrescerne l’appropriatezza; dall’altro lato, l’intenzione è fare città, trasformando i contesti di vita in laboratorio per l’integrazione tra politiche sugli spazi e politiche sulle persone. Il Programma microaree rappresenta un caso di sinergia tra innovazione sociale dal basso e innovazione istituzionale, da cui ricavare qualche suggerimento per fronteggiare il rischio che la prima finisca per giustificare la rinuncia a impegnarsi sulla seconda om’è talvolta tipico dei percorsi di social innovation in materia di welfare. In secondo luogo, promuove un processo d’integrazione tra le politiche attraverso le pratiche, per affrontare le maggiori problematiche presenti in un territorio. In terzo luogo, attraverso la dimensione micro e il coinvolgimento di diversi livelli di governo, suggerisce di includere risorse e poteri della sanità per migliorare efficacia e capacità inclusiva dei sistemi di welfare.
