From 1947 to 1969, when Italy still had severe disparities and vast pockets of deprivation, the Foster Parents' Plan (FPP), an international organization, operated to support children who were victims of war – abandoned, refugees or orphans –, creating “personal bonds” with foster parents who supported them from a distance. The first activities of the Plan were aimed at those admitted to institutions, but soon it was dedicated, through tested organizational methods, to helping children living with their families, aiming not only at their mere subsistence, but by enabling them to provide for themselves and become active members of the community.
Dal 1947 al 1969, in una Italia che ancora mostrava profonde disparità e vaste sacche di povertà, operò il Foster Parents’ Plan (FPP), un’organizzazione internazionale che si proponeva di sostentare i bambini vittime delle guerre – abbandonati, profughi o orfani –, creando “legami personali” con dei “genitori adottivi” che li avrebbero sostenuti a distanza. Le prime attività del Plan furono rivolte ai ricoverati in istituto, ma, ben presto, ci si dedicò, attraverso collaudate modalità organizzative, ad assistere i minori presso le proprie famiglie d’origine, mirando non solo alla pura sussistenza, ma mettendoli in grado di provvedere a se stessi e di diventare membri attivi della comunità.
