The article analyzes the constitutional function of monarchical Heads of State in the election procedure of the Prime Minister in some parliamentary forms of government. In particular, it is possible to follow an ideal path that unites - between analogies and differences - monarchical experiences characterized by an absolute “neutralization” of the Head of State (Sweden and Japan), models with Monarchs endowed with the limited power to “stimulate” this procedure (Netherlands and Belgium) or “starting” it (Spain) and, finally, constitutional Monarchies in which the King or Prince exercises a concrete governing power that is developed in various ways and has a decisive impact on the election of the Prime Minister (Monaco, Liechtenstein and, until 2010, Tonga).

Abstract

The article analyzes the constitutional function of monarchical Heads of State in the election procedure of the Prime Minister in some parliamentary forms of government. El artículo analiza la función constitucional de los Jefes de Estado monárquicos en el procedimiento de investidura del Presidente del Gobierno en algunas formas de gobierno parlamentarias. En particular, es posible seguir un camino ideal que une -entre analogías y diferencias- experiencias monárquicas caracterizadas por una “neutralización” absoluta del Jefe del Estado (Suecia y Japón), modelos con Monarcas dotados de un poder limitado para “estimular” dicho procedimiento (Países Bajos y Bélgica) o “iniciarlo” (España) y, finalmente, Monarquías constitucionales en las que el Rey o Príncipe ejerce un poder de gobierno concreto que se desarrolla de diversas maneras y tiene un impacto decisivo en la elección del Primer Ministro (Mónaco, Liechtenstein y, hasta 2010, Tonga).
