Heads of state in parliamentary democracies are usually perceived as neutral and non-partisan political actors. However, they can make autonomous political choices, sometimes oriented by their own partisan preferences. Focusing on the Italian case, we analyze the propensity of the president of the Republic to publicly express po- litical disagreement by rejecting the promulgation of laws. We contribute to the literature by creating and exploiting a new dataset, based on a content analysis of presidents' investiture speeches and New Year's Eve messages which maps the ideological position of Italian heads of state and their distance from the cabinet over more than 75 years (1946–2022). We show that such ideological distance in- creases the number of laws rejected by the president. This effect holds when controlling for the size and heterogene- ity of the government coalition, as well as the state of the economy and the occurrence of crises.
Nelle democrazie parlamentari i capi di Stato sono solitamente percepiti come attori politici neutrali e non di parte. Tuttavia, possono compiere scelte politiche autonome, talvolta orientate dalle proprie preferenze partitiche. Concentrandoci sul caso italiano, analizziamo la propensione del Presidente della Repubblica a esprimere pubblicamente il proprio disaccordo politico ponendo il veto alla promulgazione di leggi. Questo lavoro contribuisce alla letteratura creando e utilizzando un nuovo dataset, basato su un'analisi del contenuto dei discorsi di investitura dei presidenti e dei messaggi di fine anno, che mappa la posizione ideologica dei capi di Stato italiani e la loro distanza dal governo in oltre 75 anni (1946- 2022). L’analisi dimostra che tale distanza ideologica aumenta il numero di leggi respinte dal presidente. Questo effetto è confermato anche controllando per le dimensioni e l'eterogeneità della coalizione di governo, così come per lo stato dell'economia e il verificarsi di crisi.
