La solidarietà economica e Next Generation EU

This paper deals with solidarity in the European Union legal order, with particular attention to the economic dimension of such principle, value and objective. In this regard, the main developmen- ts over the last years are examined: starting from a brief reconstruction of the EMU architecture outlined in the Maastricht Treaty and confirmed in the subsequent Treaty revisions, the paper focuses on the responses to the economic and financial crisis and, then, on the measures taken to tackle the pandemic crisis. From such analysis, a progressively more significant role for 'European' solidarity in the economic field has emerged, although the underlying ambiguity and elusive scope of this principle, together with a number of limits placed on the Union's action in relation to economic policies and budgetary choices, still represent an obstacle to a complete achieve- ment of economic solidarity in the EU system.
