After considering the steps needed to reach the goal of digitalizing public administration, the paper aims to verify whether and to what extent a public administration that makes use of ICT is (or could be) a better public administration in the sense of better responding to that right to a good administration referred to in art. 41 of the Charter of Fundamental Rights of the European Union and what role the National Recovery and Resilience Plan could play in this perspective.
