This paper analyzes the activities of the Manchukuo Concordia Association atthe local level in Fushun County, Fengtian Province, since its formation in 1932 through 1943.The study has a twofold aim; first, it attempts to contribute to the debate regarding the degreeof penetration of the Concordia Association in the peasant society and second, it clarifies thefunction of the Association as an intermediary organization.
